Burkina Faso has one of the lowest carbon emissions and ecological footprints in Sub-Saharan Africa. But, it faces challenges in the form of limited natural resources, high poverty levels and heavy reliance on agriculture.
In 2014, PAGE was requested to support the development of a National Green Economy Strategy to serve as the backbone of the country’s transition to a green economy, as well as contribute to the National Plan for Economic and Social Development (PNDES 2016-2020). Several macroeconomic and sectoral assessments were conducted to inform the Strategy, and work has since been taken forward in areas of sustainable agriculture, green trade, green industry and green taxation.
As PAGE started its gradual phase-out of support from 2019 and developed its sustainability plan to take the green economy agenda forward, the country’s next national development plan for the period 2021-2025 (PNDES 2) provided a new entry point for PAGE to better mainstream IGE within sectoral strategies, building on the National Green Economy Strategy. With additional resources made available to promote a green recovery from the impacts of COVID-19, PAGE has also been able to engage in the economic recovery of the tourism sector, despite challenging national circumstances, including terrorism and political instability in late 2020 and early 2021.

Green Recovery Through Fiscal Policy Measures in Tourism Sector
Burkina Faso promotes green economic recovery through the design and implementation of fiscal measures targeting business in the tourism sector in line with the country’s ‘National Strategy and Action Plan for Sustainable Tourism’.
PAGE supports:
- Evaluation of COVID-19 impacts on the tourism sector to inform design and implementation of incentives and fiscal measures in support of business recovery;
- Economic modelling for ex-ante assessment of the impacts of different policy and incentive measures, and the institutionalization of economic modelling methodologies;
- A monitoring and evaluation system to measure the progress in the implementation of the ‘National Strategy and Action Plan for Sustainable Tourism’ and related activities; and
- A communication plan to further disseminate information on the sustainable recovery of the tourism sector.
